Uruguay

The Agency for Electronic Government and Information and Knowledge Society (AGESIC), an executing unit of the Eastern Republic of Uruguay, coordinates fAIr LAC Uruguay.

What is the fAIr LAC Uruguay project?

fAIr LAC Uruguay is an initiative led by the IDB Group and AGESIC that aims to promote and strengthen the responsible use of artificial intelligence, in particular in public administration by implementing the AI Strategy for Digital Government. The strategy was presented for public consultation, contributions were received, analyzed, and responded to, and in some cases, incorporated into the final text of the current version of the IA Strategy.

The IA Strategy as a tool for digital transformation relies on four pillars that guide the work carried out by the fAIr LAC Uruguay initiative.

We work in two dimensions:

1. Capacity Building + AI and Digital Citizenship

Course Target audience Status
Introduction to AI Managers, middle managers of Public Administration entities New instances of the self-assisted in agreement with Escuela Nacional de Administración Pública (National School of Public Administration) and on AGESIC educational platform.
Artificial Intelligence: promises, realities, and challenges Public officials A self-assisted course prepared jointly with the Ministry of Education and Culture and Universidad Tecnológica del Uruguay with the support of the EMPATIA project of the Latin American Open Data Initiative.
AI Ethical and legal challenges Lawyers and officials from legal-notarial areas New face-to-face and synchronous online courses.
IA in practice Technicians working in ICT areas in Public Administration New face-to-face and synchronous online courses.
Deep Learning Technicians working in ICT areas in Public Administration New training instances in synchronous learning.

Training plans:

A key focus for the Hub is the development of training plans on AI for people working in the public sector, aiming at segmented target audiences with associated content.

This line of work also includes public awareness campaigns through joint work with the AGESIC Digital Citizenship area and educational organizations as replicators.

These videos gather the views of academic experts, civil society, public administration, the media, and the industry about different facets of Artificial Intelligence.

2. Responsible use

This pillar works in the execution of Artificial Intelligence pilot projects in strategic and socially-driven sectors.

Education

  • ANEP – (Public Education National Administration) Predictive model of educational disengagement in basic secondary education – Project in the final stage.
  • CEIBAL (Basic Computing Educational Connectivity Plan for Online Learning) Intelligent Content Assistant – Project in the initiation stage.

Health

  • Salud.uy: Exploration of use cases with multiple alternatives to address (predictive model of cardiovascular diseases, appointment scheduling, diabetic retinopathy.)

Social

  • MIDES (Ministry of Social Development): in the exploratory phase of use cases, with the agency.

Implementation of the AI Strategy in Uruguay

As part of multiple efforts to promote the development of AI use in the State, Ageisc drives a community of practice where interested people can share resources, knowledge, and interests in an environment that encourages participation and exchange for the improvement of public services thanks to AI.

As of August 2021, two activities with more than 15 government agencies have been conducted. The AI Community includes 70+ registered individuals actively participating in exchanges and activities.
