In the world, more than 80 guidelines for the ethical development of AI have been developed in the last five years. Although there is global convergence regarding five ethical principles (transparency, justice and equity, non-maleficence, responsibility and privacy), there is also a “substantive divergence in relation to how these principles are interpreted; why they are relevant; which domain they belong to; and how they should be implemented ”.
Despite the proliferation of these guides, there are few data science projects in the public sector that have been designed and implemented with fairness, accountability, and transparency in mind. Likewise, several countries in Latin America and the Caribbean, including Chile, are still designing their AI policies, which reflects the incipient development of this type of tools, and the ethical discussions that they involve in the region.
Problem to be solved:
Public bidding processes for decision-making / support systems do not incorporate ethical management in the bidding rules. The objective of the project is to generate market opportunities for technology companies, especially startups and SMEs, through the development of ethical automated decision systems and the incorporation of ethical standards in the formulation and acquisition of algorithms in the public and private sectors of Chile. Greater accountability in the development of algorithmic decision-making systems in the public sector will not only contribute to their legitimacy and trust in generating the desired social impact, but will also influence their incorporation practices in the private sector, which most of the time is in charge of developing them.
Populations that are affected by the problem
i) Companies that provide technological services to the State, especially SMEs and startups.
ii) Government Agencies.
iii) Citizens who receive services from the State
Proposal to solve this problem:
The project will focus on:
1) Testing of practical guides for the formulation and acquisition of responsible and ethical SDAs in the Chilean State;
2) Design and implementation of a model that allows the practical implementation of existing standards for ethical data management;
3) Capacity development in startups and smaller technology companies to incorporate ethical standards in their value offer and the incentive for the proactive adoption of self-regulation mechanisms.
What security considerations, national laws or standards have to be taken into account to use each source of information?
The project will be based on the empirical verification of tools developed by the fAir LAC initiative, the World Economic Forum and other entities, based on the previous experience of the GobLab and the project partners working to incorporate data ethics in these systems.
